This is a Party Quest for Black Clans in Hangzhou for a minimum of 4 people at EC 1 at least.
(Note that the scroll has an error, and should read Cheng 1 of Elemental Crown instead of Cheng 4 of Sun and Moon)

In this quest you have to defeat two red colour mobs, which should be pretty easy and not take too long.
You do however have to run to Linbei Village in Hangzhou to start the quest, after you have purchased the above scroll from the peddler in Hefei (the NPC is near the Courier's Guild and the General Store). After killing these mobs you have to run to Linbei once again to complete the quest, unless the Party Leader stays behind and lets the other members kill the two mobs.
(To begin this quest, make sure all party members have completed the GB 12 Punisher of Demons of Zhejiang quest, because they require Dan Diyu's Letter of Recommendation)

The two mobs you have to defeat are Destruction, Super Deva King and Massacre, Gold Coin Squad Leader:

Upon completion of the quest all party members will obtain approximately 1.25% experience and a Dragon Blood for level 3 refinement (+3) as well as a small amount of gold.
Note that this quest can be only done once, and Dan Diyu's letter of recommendation is relinquished once you do so.
